HMO INSPECTIONS AND CERTIFICATE OF COMPLIANCE
(SOUTHAMPTON COUNCIL PROCESS)

A full inspection of the HMO will be carried out and the property will be assessed for compliance with the requirements of LACORs - Guidance on fire safety provisions. 

The property will also be assessed to confirm the space standards and facilities provided are in line with those set out as the minimum requirement for occupation as an HMO.

In addition, a check will be carried out using the Housing Health and Safety Rating System (HHSRS) to ensure there are no health and safety concerns and that all environmental health issues meet the standards.

Following the inspection, a report will be provided to inform the responsible person of what remedial works (if any) are required to bring the property up to the required standard.

On completion of the works a confirmatory inspection will be carried out to check the HMO fully meets the correct standards.

Finally, a certificate of compliance is issued to the responsible person who will then be able to make an HMO Licence application.

HMO FIRE RISK ASSESSMENTS

A full inspection of the HMO will be carried out and the property will be assessed for compliance with the requirements of LACORs - Guidance on fire safety provisions and in line with the Regulatory Reform (Fire Safety) Order 2005 as amended by the Fire Safety Act 2021 and incorporating the requirements of the Fire Safety Regulations 2022.

A full and comprehensive fire risk assessment report will be provided to the responsible person and will include a floor plan of the property with the locations of fire and carbon monoxide detection, emergency lighting etc.

The Government fire risk prioritisation toolkit will be completed to determine whether the property is classed as a tier 1,2,3,4 or tier 5 risk property.

The result of the inspection will outline the fire risks within the property and provide guidance on the remedial works or mitigating factors that will need to be carried out to reduce the level of risk to an acceptable level. An action plan based on the severity of risk and likelihood of injury, will determine the timeline and priority in which the remedial works are to be done.

The fire risk assessment should be submitted as part of the HMO Licence application.
